**Based on how they were described in the book**
I chose Cicely Tyson for Mags (since she's rumored to be a front runner for that role), and Sam Claflin for Finnick (since he too, is rumored to have been cast in this role). If you use it credit me..
I downloaded a blank Capitol ID pass [link] and added all the information/ district seal myself using a primitive paint program.

I did not picture Mags as black when I read the book, but when I found out Cicely Tyson was being considered for the role I was excited, because she is an AMAZING actress, and she'll be believable and sweet and make us all cry in the theaters. Mags' race was never described in the book so they'd be staying true to the writing. Mags is one of my favorite characters in the trilogy and what she did for Annie was noble.

As for Sam Claflin.. I'd wanted Garrett Hedlund or maybe even Grant Gustin, But in the end Sam is a good choice. He's the right age to play Finnick, and he's attractive with a nice body. plus he's a decent actor.. so I'm sure we won't be disappointed by his performance in this role
